为引进国际先进的汽车租赁经营理念与管理经验，提高上海汽车租赁行业经营管理水平，优化行业结构，经上海市人民政府同意，上海市城市交通管理局委托上海申信进出口有限公司（以下简称招标代理单位）对外资（含台湾、香港、澳门地区）准入上海汽车租赁市场进行一次性公开招标。

为体现公平、公正、公开的原则，本次招标公告将通过中国采购与招标网www.chinabidding.com.cn等媒介公开发布。

一、招标内容

通过招标，中标人可获得上海市汽车租赁经营资格和租赁汽车营运额度，进入上海汽车租赁市场，开展汽车租赁业务。具体内容以招标文件为准。

二、标的

本招标项目设A标、B标和C标三个标，每标分两个包，共500辆租赁汽车营运额度。投标人只能投一个标，且须同时投一个标中的两个包，但每个投标人只能中一个包。其中A标系面向除中国大陆、台湾、香港、澳门以外的国家或地区，分为A1包、A2包，每包各为150辆，共300辆租赁汽车营运额度；B标系面向台湾地区，分为B1包、B2包，每包各为50辆，共100辆租赁汽车营运额度；C标系面向香港、澳门地区，分为C1包、C2包，每包各为50辆，共100辆租赁汽车营运额度。

三、评标方式

各标设立评标委员会，由专家按A标、B标、C标评标标准对投标人提交的标书进行评分，分值由高到低进行排序，每标得分前二名为中标人。

四、报名及投标人资格预审

潜在投标人需报名后，由招标人对其投标人资格进行预审，符合投标人条件的通知其购买招标文件。

（一）报名条件：

1、潜在投标人应为在该标规定的国家或地区合法注册的企业法人。

2、潜在投标人在所在国家或地区从事汽车租赁三年以上，且有良好的汽车租赁经营业绩和较高的企业知名度。

3、潜在投标人有相应的资金实力，公司资产总额达1000万美元以上，并具备与投资上海汽车租赁市场相适应的自有资金，其中A标为700万美元以上，B标和C标为250万美元以上。

（二）报名需提交的资料

潜在投标人在报名时须提供如下材料，如提供非中文版本的，须一并提供中文翻译件，并以中文版本为准：

1、企业注册登记证明、企业合法授权代表的身份证明文件；

2、银行资信证明文件；

3、近三年汽车租赁经营业绩报告；

4、近三年财务报表；

5、近三年没有严重影响公司经营的诉讼的声明。

For the purpose of upgrading management and administration of Shanghai auto rental industry and optimizing its industrial structure through introduction of international auto rental experience, Shanghai Municipal Urban Communications Administration Bureau, under the approval of Shanghai Municipal Government, now authorizes Shanghai SITICO International Trading Co., Ltd (hereinafter referred to as “the Bidding Agent”) to carry out one-off open bidding for the Project of Admission of Foreign Investment(Including Taiwan, Hong Kong and Macau) into Shanghai Auto Rental Industry.

For the sake of fairness, impartiality and openness, this invitation for bids will be announced through such public media as www.chinabidding.com.cn.

1、 Bid Content

Successful bidders will be entitled to develop auto rental business in Shanghai in line with their allocated quota. Details will be specified in the bidding document.

2、Bids

There are 3 bids in this Project, Bid A, Bid B and Bid C, each bid including two packages. All these three bids cover a total quota of 500 automobiles. One bidder can only apply for one bid and must apply for both packages of that bid, but will only be awarded one package. Of the three bids, Bid A, applicable to countries or areas other than Mainland China, Hong Kong, Macau and Taiwan, is subdivided into Package A1 and Package A2, each package owning a quota of 150 automobiles. Bid B, applicable to Taiwan, is subdivided into Package B1 and Package B2, each package owning a quota of 50 automobiles. Bid C, applicable to Hong Kong and Macau, is subdivided into Package C1 and Package C2, each package owning a quota of 50 automobiles. Bidder Qualification:

3、 Bid Evaluation Method

A bid evaluation committee will be set up for each bid, experts from which will grade bidding documents according to evaluation standards. The top two scorers in each bid will be awarded the contracts.

4、 Application and Prequalification

The Employer, after having received application documents from potential bidders, will examine their qualifications, and will only inform the eligible ones to purchase bidding documents.

4.1 Application Requirement

1) Bidders shall be corporations legally registered in countries or areas specified in bidding documents.

2) Bidders shall have been engaging in auto rental business for more than three years, boasting of good performance records and acknowledged business fame.

3) Bidders shall have solid financial strength, total assets being more than USD 10 million. Bidders shall also own adequate fund required for investment of a rental company in Shanghai. Bid A requires more than USD 7 million while Bid B and C each more than USD 2.5 million. 

4.2、 Potential bidders shall provide the following application documents—if prepared in languages other than Chinese, Chinese translation shall be provided at the same time and the Chinese version will prevail if any discrepancy between the two said versions arises:

1) Copies of enterprises’ registration certificate and of ID certificates of enterprises’ legal authorized representatives;

2) Certificate of Credit Status by banks;

3) Performance reports of auto rental business for the last three years;

4) Financial Statements for the last three years;

5) A statement showing that the bidder has not been involved in any lawsuit materially interfering with its business management.

4.3、Any interested bidder may submit application at Room 505,111 Jiujiang Rd., Shanghai from 9:00 to 16:00 (Beijing Time) on working days from August 27, 2008 till September 17, 2008.

5、Results of bidder prequalification will be announced publicly and eligible bidders will be informed to purchase bidding documents.

9、Others

1) Bidders may authorize a thirty party to bid on behalf of themselves, provided that a letter of attorney stating explicitly what is entrusted to the third party is submitted.

2、A successful bidder shall pay the Bidding Agent RMB 50,000 for each package in Bid A, RMB 20,000 for each package in Bid B or Bid C as bid agency service fee.
